L’Union européenne face à la Russie

At present, cooperation between the European Union and Russia is based on six cross-border programmes supported by the European Neighbourhood and Partnership Instrument (Enpi):
Barents, Karelia, South-East Finland-Russia, Estonia-Latvia-Russia, Lithuania-Poland- Kaliningrad-Russia, Black Sea. Another major cross-border programme with Russia, the Baltic Sea Programme, involves eightMember States, Norway and Belarus, with the support of the Enpi and the European Regional Development Fund (Erdf).

The trade policy of Russia: latest developments and main priorities

During the last 20 years, Russian trade policy and trade regulation have undergone serious revision, and in fact have been reformulated from the ground up. The first documents on the
regulation of foreign trade activities in Russia were adopted in the early 1990s. Later they underwent revision, amendment, and conceptual change due to both the development of foreign
trade in Russia and the negotiation process on accession to theWorld Trade Organization (Wto), as well as the development of bilateral relations with key partners. This paper analyzes the results of accession, the main directions of Euro-Asian integration, and new prospects.

Cultural diplomacy as a ‘soft power’ tool in the Eu-Russia relations

It’s no secret that bilateral relations with some Eu members are running better than those between Russia and the Eu as a whole. There is a visible stagnation in the development of the relations
between Russia and the Eu. No doubt that the image of Russia heavily depends on its internal and external politics. However the lack of confidence is also caused by the presence of mutual
stereotypes and by the insufficient knowledge of Russian history, culture and politics. Therefore Russia should pay more attention to its soft power aimed at overcoming the existing distrust.

The wave of revolts spreading all over the Arab world in 2011 – the so called Arab spring – reached also Syria taking the form of peaceful demonstrations asking for the democratization of
the authoritarian Ba’ath regime ruled by theAlawite minority master of armed forces and police. The brutality of the repression of the demonstrations set fire to armed revolt that gained various factions of the Sunnite majority and, rapidly, took the dimension of a civil war.

Luigi Einaudi: the architect of Europe?

Throughout his professional life, Luigi Einaudi produced a long series of writings dedicated to the European Federation. The first was in 1887, the last in 1954. There are thirteen works where he designs the policies and the institutions of the European Federation. These works are the source of this paper, whose aim is to show the astonishing capacity of Einaudi to anticipate future developments of the European integration process. Several of his proposals are now embedded in the various treaties which have landmarked the history of a united Europe.

The Author, former permanent representative of Italy in Brussels, recalls some important results realised by previous Italian Presidencies – in particular the decision taken at the European Council in Rome in 1975 for the direct election of the European Parliament and, in 1985, the call, at the Milan European Council, of the first Conference since the entry into force of the Rome Treaties
(the Conference which negotiated the SingleAct).
